In the first slider, I will show you making a design artboard. To do that click on the top menu File>New after that a design artboard making window will be visible. Here you will find the artboard making option. In the Preset Details put the document name "music album art" the width of the document is 1000px and the height is 1000px. Make sure the background color of the artboard is "white" and the color mode is RGB. Then click on Create to make the design artboard. 

After Creating the design artboard, we have to bring the model photo on the design artboard. in the stock photo, the model photo is not transparent png format. We have to make the photo transparent first. To make the model photo transparent, use the pen tool from the Photoshop right side toolbar and path around the model. Now make a selection by pressing Ctrl+Enter. Now go to Select > Select and Mask Then selection mask properties will open. From there, run the Refine Brush on the selection border area to recover the edge of the hair and the model dress edge. Now Make the Smooth-0%, Feather0.6%, Contrast 24%, Shift Edge 0%. and click on the output option and select New Layer with Layer Mask. Now the model photo background color is transparent now we have to bring the photo to the design artboard.

In this step, we will create a background on the artboard. To do this, click on the Rectangle Tool and draw a shape that covers the total design artboard. Now bring the camera blur effect background from the stock files. and put it on the top of the back rectangle shape. After that make a layer mask of the camera blur image layer (layer 1) by clicking on the Add Layer mask icon. After creating the layer mask activate the layer mask white thumbnail and click on the gradient tool and make sure the foreground color is black or light gray Now drag the gradient from top to bottom to fade the edge of the background and visible the black color background. 

Now We will apply the Camera Raw filter effect on the model photo so it's looks, more perfect with the background. To do this, go to the Filter> Camara Raw Filter. After that, edit the camera raw filter presets. After that, click on Ok

In this design step, click on the photoshop brush tool and select a paint style brush from the brush palate. Make the foreground color red and just tab the brush on the design artboard to make paint style brush stroke. Make sure you have created a new layer before tab the brush on the background. After making the brushstroke, go to Filter> Blur> Gaussian blur to apply the blur effect on the brush stroke. Our design structure is done. 

The final step of this tutorial is to write all the text. to do this use the Type tool and write the heading text "Music Album Art" and the minor heading text. or you can put your title according to your requirement.
